Yup, if you aren't able to earn more above the minimum, then it will definately demotivate you to put in extra work. The best systems are the ones that reward people for the right behaviors. If Medium wants more authors to publish more stories that the audience enjoys, then that should be the reward. Just increasing the payment for reading time would work better than either the bonus or the guaranteed minimum. But the bonus is definately better than the guaranteed minimum.
